Budget proposal adds 20.8 positions across district

$

0

If the proposed budget is approved on May 17, Mohonasen would add more than 20 positions district-wide. Some are staff for the Center for Advanced Technology, others address specific issues in the district. Here’s a rundown of the positions:

District Staffing

3.0 Full-Time Equivalent (FTE) (Bradt). These teacher positions will address class size issues due to an anticipated enrollment increase.

3.0 FTE (Pinewood). These positions address class size at all three grade levels (3-5). One additional position will be reallocated from sixth grade, where enrollment is expected to drop in 2016-17.

3.0 FTE Teacher Assistants and up to 1.5 FTE Special Education Teachers*. The district will review its Academic Intervention and Special Education Services to determine the most effective use of staff. “We have seen a rise in students who have significant special education needs,” said Superintendent Dr. Kathleen Spring. “This staffing increase will enable the district to best meet the needs of a changing population.”

0.5 FTE Administrator. This allocation includes 0.5 FTE for Pinewood, which would make Pinewood’s assistant principal position full-time. “We have seen an increase in behavioral issues and in discipline referrals at Pinewood. Restoring the assistant principal position to full-time will enable that person to focus on behavioral challenges. The school’s principal can then put greater focus on instruction as well as meet increased accountability mandates at the grades 3-5 levels,” said Spring.

1.3 Clerical. The district will reinstate positions cut in previous years, including 0.3 FTE in the business office and 1.0 FTE at the high school office.

Staffing for the new Center for Advanced Technology

1.0 FTE Technology Teacher. The district will add sections of technology classes to meet a growing demand.

0.5 FTE Administrator for the Center for Advanced Technology; Capital Region BOCES will fund a second half-time administrator.

2.0 FTE Monitors. These employees will provide security coverage during hours the building is open.

2.0 FTE Cleaners. These employees will maintain the building on a daily basis.

1.0 FTE Computer Technician. This position will address technology needs at the new Center.

1.0 FTE Clerical/Receptionist.  The cost of this position will be shared by Mohonasen and Capital Region BOCES.

1.0 FTE Health Office Assistant. This position will provide coverage at the Center. This is particularly important given the nature of the classes that will be housed the Center.

*Final staffing levels will be determined following services review.

Budget, board candidates focus of district forum

Residents had an opportunity to learn more about the proposed 2016-17 budget and candidates running for the Board of Education during the district’s annual Budget Hearing and Meet the Candidates forum on Monday, May 9.

Mohonasen voters will decide on a $48,365,409 budget for the 2016-17 school year when they head to the polls on Tuesday, May 17.

Assistant Superintendent for Business Chris Ruberti provided an overview of the district’s spending plan. View video from the annual budget presentation below.

Under the proposal, spending would increase $362,985, or 0.76 percent. This represents a tax levy increase of 2.21 percent, which is within the district’s tax levy limit that is calculated through a prescribed state formula.

The proposed spending plan includes the addition of 20.8 positions, a combination of instructional staff, support staff and administration. Some of the positions address enrollment increases or additional special education needs, while others are staff for the new Center for Advanced Technology, slated to open in September 2016. (View a rundown of where positions would be added if the budget is approved.)

Ruberti said that, in developing the budget, the Board of Education chose to allocate $200,000 from the district’s debt service account to offset the cost of the capital project approved by voters in 2013. Ruberti noted this strategic move enables the district to keep the tax levy increase lower than it would have been otherwise, which in turn reduces the financial impact on taxpayers.

A copy of the complete budget proposal is available in the district office at 2070 Curry Road, Schenectady, NY 12303.

Bus proposition would expand fleet to address enrollment increases

Mohonasen residents will be asked to vote on a proposition to purchase five full-size, 66-passenger buses at a total cost of $560,000. Of this amount, 68.4 percent ($383,040) would be reimbursed through state aid, leaving the district responsible to pay for $176,960, or $35,392 a year for five years.

Mohonasen has been following a regular bus replacement schedule based on mileage, age of vehicles, repair history and condition. Ruberti said the district typically retires the same number of buses it purchases each year. For 2016-17, however, the district will only retire three buses. “We will keep two additional buses to address expected increases in enrollment in the district,” he said.

According to Ruberti, the purchase of these vehicles would have no impact on next year’s budget. Since the district is always retiring debt, the new purchase would result in a minimal increase on overall debt levels.

Two to be elected to Board of Education

Two of seven seats on Mohonasen’s Board of Education are up for election on May 17. Running for these seats are, in ballot order, newcomer Heather C. Quinn, former board member Gary Spadaro, newcomer Deborah Escobar, and current Board President Robert Piccirillo.

Watch the video from the May 9 Meet the Candidates forum to learn more or read the candidates’ bios online.

Polls will be open from 7 a.m. – 9 p.m. on May 17 in the Mohonasen High School gym (use the pool entrance).

You are eligible to vote if you are a U.S. citizen, 18 years old or older and a resident of the school district for at least 30 days prior to the vote.

During her presentation, students had the opportunity to ask questions and view pictures of Ms. McKinley’s family. Mohonasen Central School District extends its gratitude to Ms. McKinley for taking time to personally teach our students about this important time period in history and to Mohonasen Librarian Mindy Holland, who arranged for the presentation.

Please be reminded there is no school for Mohonasen students on Wednesday, May 25, Thursday, May 26 and Friday, May 27. Staff will report from 8 a.m. to noon on Wednesday, May 25, for a staff development day.

May 26 and 27 are labeled “Contingent School Recess Days” on the school calendar, and the schedule is contingent on the number of snow days the district uses. The district has not used any snow days this year, thus making May 26 and 27 recess days.

Due to contractual language, in years when no snow days are used, the Wednesday prior to Memorial Day becomes a professional development day for teachers, which this year is Wednesday, May 25.

There is also no school on Monday, May 30, due to the Memorial Day holiday.

If you have not already done so, please be sure to sign up for School News Notifier (SNN), Mohonasen’s opt-in email alert system. SNN is designed to inform parents and community members about school and district news.

Draper Middle School TV (DMSTV) club members saw their own knowledge about TV production come to life when they visited Time Warner Cable News in late May for a behind-the-scenes look at an established news station. DMSTV students conduct a live TV broadcast each morning at Draper to deliver daily announcements, lunch, weather and fun facts to all middle school homerooms.

Time Warner Cable News Executive Producer and Mohonasen alumna Karen Male hosted the students during their outing, where their gained hands-on experience with Julie Chapman, news anchor, Ryan Finn, meteorologist, and many other TWC News employees in studios and technology rooms.

“DMSTV wants to send a big thank you to everyone at TWC News for being so friendly and welcoming to our students and to Deb Male, our principal and Karen’s mom, for helping set up the trip,” Draper teacher Erika Pangburn said.

Therapy dog program debuts at Draper

Draper Middle School recently introduced an innovative therapy dog program through the social work department, and with the help of a gentle canine companion named Luna, many students are already benefiting from the new program.

The one-year-old “Goldendoodle,” a popular cross-breed between a golden retriever and a poodle, has been making her rounds through Draper classrooms since her school debut in mid-April. She visits special education classrooms and students who can benefit from extra support.

Luna is described by social worker Paola Cummings as “very sweet and mellow,” has earned her American Kennel Club Canine Good Citizen title and is scheduled for her official therapy dog certification test at the end of June. Luna’s particular breed is hypoallergenic and known for its smart and gentle nature.

“Luna has been invaluable to the emotional needs of several students,” Ms. Cummings said.

Ms. Cummings noted that research has shown the presence of a dog can help students with anxiety, shyness, aggression, depression and general symptoms of stress. She said that therapy dogs have also been used in the classroom with children who struggle with reading and math skills.

“It has been amazing to observe the effect Luna has on both students and staff,” Ms. Cummings shared. “The students have been fantastic about following the rules and helping Luna learn her commands. Both the students and Luna are learning from each other—particularly about feelings and behavior by observing body language and vocal tones. I am honored to be a part of this program!”
